PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.The goal of Australia’s Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end of facility outcomes:(a)stronger, more inclusive economic growth.(b)sustainable public finances; and(c)better public administration.

DT GLOBAL | Terms of Reference: Public Financial Management Capacity Building AdviserPage 2of 5Version: 2Issue date: 25/08/2022 www.dt-global.comThese three outcomes constitute the basis of PROSIVU’s three workstreams.The aim of support for stronger, more inclusive economic growth is that central agencies and line ministries invest in evidenced based and inclusive economic development policies and projects that have high economic and social returns, improve outcomes forthe poor and improve equality and social inclusion.The aim of support for sustainable public finances is central agencies, led by the Ministry of Finance and Prime Minister’s Office, improve the performance and inclusivity of public expenditure, and diversify and increase domestic revenue collection.The aim of support for better public administration is central agencies, led by the Civil Service Commission and the Presidency of the Council of Ministers, develop and invest in policies, systems and capacity to ensure public administration is inclusive, effective, performance-driven, and responsive to the needs of citizens, the private sector and civil society.Position Background The Ministry of Finance of Timor-Leste (MoF) is the central agency of the Government of Timor-Leste responsible for drafting, executing, coordinating, and assessing the policies defined and approved by the Council of Ministers for areas of annual planning and monitoring, budget and finance. It is mandated to undertake functions related to macroeconomic policy (in collaboration with the Central Bank) and for management of tax and non-tax revenues.The IX Constitutional Government has committed in its program to further improving Public Financial Management (PFM). The program has identified reform initiatives to include improving human resources, increasing state revenues, achieving transparency and efficiency of fiscal policy and fiscal strategy, improving program-based budgeting, accountable public expenditure, effective management of state assets, financial decentralisation, and diversification of resources and modalities. The program envisages a career regime based on the performance evaluation of professionals in public finance management. This will be complemented by strengthening human resources in PFM and ensuring that public resources are managed with rigour to financethe process of building the State and the Nation. This effort will also target the technical and professional preparation of Human Resources, which is necessary for administrative decentralisation.An effective PFM system and its sustainability are dependent on the availability of a well-trainedworkforce that is adequately skilled to manage, adopt and adapt to the needs of an evolving PFM environment. The MoF has adopted a PFM ReformRoadmap that is aligned with this vision andincludessignificantactivities forcapacity buildingto support PFM practices and processes.The Ministry of Finance (MoF) has requested the assistanceof anadviserfor re-establishing a PFM Training Centre within the MoF, aimed at enhancing capacity-building efforts in the PFM arena. This will include the provision of support for developing and implementing a capacity development plan.Objectives of RoleThis position aims to enhance the quality of PFM processes by building skills and capacity using a systematic capacity development programthat is delivered through the re-established PFM Training. The efforts are expected to improve the technical and managerial capacity of staff working in various PFM functionsto effectively deliver on their responsibilities. The larger objective includes the development of a sustainable PFM system that employs a well-trainedworkforce, adequately skilled to manage, adopt and adapt to the needsof an evolving PFM environment.The consultant will help the MoF develop a capacity-building plan that will be a mix of classroom training, on-the-job training and research activities. Training programs will be developed to enhance the skills necessary to complete responsibilities for tasks or positions.The development of technical and non-technicalskills would bean integral part of capacity-buildingefforts.The consultant will also support in identifying skillsneeds for PFM positions that may be used for strategic recruitment andcan also help in the assignment of fresh recruits to positions that fall within their capabilities or strengths.It is expected that competencies for positions across all PFM functions within the government, including IT support functions, will be redesigned and the PFM Training Curriculum will be modified to fit with the prevailing functional environment. The adviser will be supported by technical experts employed by PROSIVU or by the government to build relevant training modules and in the delivery of training. The adviser will also support other

DT GLOBAL | Terms of Reference: Public Financial Management Capacity Building AdviserPage 3of 5Version: 2Issue date: 25/08/2022 www.dt-global.comPFM advisers employed by PROSIVU in developing respective capacity building plans, including on-the-job training, and in measuring results against the efforts.Roles and Responsibilities Technical activitiesThePublic Financial Management Capacity Building Adviserwill be tasked with re-establishingthe PFM Training Centre within the Ministry of Financethat will serve as the node for strengthening capacity development in the PFM arenaacross all budget entities, including municipalities.The Adviser will support the following activities:•Re-establishingthe PFM Training Centre (PFMTC)that can effectively help in upgrading the skills, competencies and capabilities of PFM practitioners through systematic training intechnical and non-technicalareas.This will include training evaluations, certification regimesand the identification of retraining measures.•Development ofa training curriculum based on the PFM competenciesto establishstandardised PFM training according to redesigned competency requirements for each functional PFM position.A well-developed course curriculum covering all areas of PFM should be available to all stakeholdersand should cover all areas within the PFM framework such as Planning and Budgeting, Revenue Management, Procurement& Contract Management, Treasury Management, Accounting and Reporting, Asset Management, PFM IT systems, PFM legal structuresand any other priority area in the PFM cycle.•Establishment of an accreditation and certification regime for PFM trainingthat would result in providing testing and certification of training or courses that are aligned with positioncompetencies.The adviser will also identify IT systems trainingand certification, specifically on IT security, network management, data management and data centremanagement.•Review of PFM trainingstructures, including training infrastructure, trainer capabilities, and trainee evaluation.•Conduct a limited skills assessment to better understand PFM capacity development.•Review of 2015 PFM Competency Standards for adequacy and suggestionsfor modifications or improvements.•Development and update of training moduleswith the help of other technical experts employed for various PFM areas. The training modules will include sustainability, GEDSI and climate change considerations that can be applied to all facets of the PFM cycle.•Explore and identify the use of innovative training options and platformsfor improving the effectiveness and evaluation of capacity building efforts.•Enhancing training impact through ‘Training of Trainers’by identifyinggaps in the training capabilities of trainers and addressingthe challenges through possibilities of twinning or partnershipwith agencies for conducting‘Training of Trainer’programs for the PFM trainers.•Support GEDSI activities through the development of training modulesfor Gender Responsive Budgeting(GRB), covering gender markers,gender budget analysis, gender policy appraisal, socialaccounting metrics. These modules will be developed with the help ofrelevant experts working in the GEDSI space.Training and knowledge transferThe PFM Capacity Building Adviser is expected to advance not only the technical curriculum of PFM capacity building but also to work with the PFM training centre staff to build their capacity to operate and maintain a PFM training curriculum. The adviser will work closely with other PFM experts within the public sector in developing training modules and enhancing the skills and capabilities of trainers.Coordination, collaboration and reporting•Work closely with the Pillar Lead and GoTL counterparts in the Ministry of Finance•Prepare monthly plans and reports for PROSIVU as required, including adviser monthly reports, Stories of Significant Change (SSCs)andparticipate in PROSIVU activities, such as briefings and

General•Comply with Australian Government and DT Global policies on gender and social inclusion; child protection, disability, sexual exploitation, abuse and harassment, workplace health and safety, environment, anti-bribery and anti-fraud. •Participate in PROSIVU activities, such as briefings and planning sessions, review and reflections, adviser meetings and program reviews and other M&E related events from time to time.•Perform such other functions, within the competencies of the Adviser and in consultation with the PROSIVU PFM Pillar Lead, as may be requested by the Minister of Finance.•Other duties as requiredin consultation between PROSIVU pillar lead and key counterparts•No activity including training can be undertaken if it is outside the approved PROSIVU workplan.DeliverablesThe PFM Capacity Building Adviser will play an important role in delivering on PROSIVU’s annual work plan. During the first month of implementation, the PFM Pillar Lead will provide a briefing to the adviser as to the PROSIVU annual work plan, including itsgoals and deliverables. From here, the adviser’s work plan will define key deliverables that support the delivery of the PROSIVU annual work plan.•Adviser workplan within one month from the date of joining, including a summary plan for re-establishing the PFM Training Centre. The work plan will ensure that cross-cutting policy priorities, like gender equality, disability, social inclusionand climate change. •Summary review of the PFM Training environment and possible actions for improvements with timelines for staffing, training plans, training facilities, trainee testing methodologies. The summary review should specifically consider the intersectional impact of gender and disability on training needs and outcomes. •Update to Competency Standards for PFM functions across the government•Summary skills assessment for personnel deployed on PFM functions•Capacity development plan including design and Delivery of Training Programs Based on the skill gaps/ needs assessment, identifying a mix of training methods including classroom training, on-the-job training, coaching and mentoring, e-learning and twinningarrangements. The capacity development plan will mainstream gender equality, disability and social inclusion considerations. •Curriculum for courses identified for delivery by PFM Training Centre•Design of a Testing and Certification regime•Training modules for Gender Responsive Budgeting, Climate adaptation and Investment Planning•Monitoring and evaluation systemto track the progress of performance of PFM Training CentreReporting Lines and Performance Management•The Adviser will report to the PROSIVU PFM Pillar Lead on work priorities, and performance management, contractual, and administrative matters.•The Adviser will agreeonwork activities with PROSIVU PFM Pillar Lead and will submit work products for peer review and quality assurance to the PFM Pillar Lead during the assignment.•The Adviser’s key Government counterpart will be theMinistry of Financeand will work closely with the DG Capacity Building Centre and other GoTL agencies as requiredand agree work activities with Pillar Lead.

DesirableExperience and Knowledge•Previous experience working in Timor-Leste. •Good understanding of the PFM cycle, including PFM functions and processes.
